Sales Tax and tax on shipping are controlled through configurable settings found here:

ES100 > Company tab > ES100 setup > Order > Taxable States

By checking the ‘Taxable States’ this means you are setting them up to be taxable for product sales. By selecting ‘Yes’ under the Tax Shipping section, you are selecting for tax to be calculated on shipping for those state orders.
